The U.S. State Department's top Korea expert will visit North Korea again on Thursday for talks with the country's officials over Pyongyang's declaration of its nuclear programs, the department said Tuesday. The visit by Sung Kim, director of the department's Office of Korean Affairs, follows his trip to the country in late April, which North Korea later said yielded progress.

Asian Development Bank President Haruhiko Kuroda announced Tuesday that the Manila-based lender will offer $500 million in emergency funding to developing countries in the Asia-Pacific region to help the poor and needy in the region cope with surging food prices across the world. The ADB chief unveiled the plan after the bank wrapped up a two-day annual meeting in Madrid amid calls from developing countries in the region to help them cushion the impact of rising food prices.

| More than 20% of school library budget misappropriated
More than 20 percent of the central government's budget of around 20 billion yen provided to municipal governments for the purchase of books for school libraries in fiscal 2007 was misappropriated, education ministry officials said Saturday. Most local governments told the Ministry of Education, Culture, Sports, Science and Technology that they had used the money for other purposes because of financial difficulties, the officials said.
